ByteDance has disclosed few public details regarding the operational split, and committee members are expected to inquire about former U.S. President Donald Trump's role in brokering the deal as well as any continuing involvement by the Chinese parent company.

A spokesperson for TikTok U.S. did not immediately respond to a request for comment regarding the scheduled testimony.

The hearing is expected to provide lawmakers with their first opportunity to publicly question TikTok U.S. leadership following the platform's corporate restructuring. The organizational changes follow federal legislation enacted in 2024 that required Beijing-based ByteDance to sell TikTok's U.S. assets or face an operational ban nationwide. Lawmakers supported the mandate over concerns that the platform's management structure presented national security risks regarding potential access by the Chinese government.

To satisfy statutory requirements and avoid a service shutdown, operational control of the app in the United States was transferred to an American-owned entity named TikTok USDS Joint Venture LLC.

Key parameters of the corporate structure include:

  • Ownership Structure: ByteDance retains a 19.9% equity stake in the U.S. operation.

  • Primary Investors: The American-owned joint venture is managed by cloud-computing firm Oracle, private-equity group Silver Lake, and Abu Dhabi-based investment firm MGX.

  • Executive Attendance: TikTok U.S. Chief Executive Officer Adam Presser is not expected to testify during the September 15 hearing.

Congressional Inquiry Plans

House China Committee Chairman John Moolenaar stated last year that he intended to host the leadership of the joint venture for a public hearing in 2026. A spokesperson for Moolenaar declined to comment on Farrell's scheduled appearance.

In separate congressional activity, Senate Judiciary Committee Chairman Chuck Grassley publicly invited global TikTok CEO Shou Zi Chew in May to testify regarding children's online safety alongside other social media industry executives. The Senate Judiciary Committee has not announced an official date for that hearing.
