The growth of AI, cloud computing, and digital services has further strengthened Virginia's role as a critical hub for global internet infrastructure while intensifying debate over electricity demand, land use, water consumption, tax incentives, and long-term sustainability.

The region’s dominance is the result of decades of strategic planning and infrastructure development. The growth trajectory shifted in the late 1990s when America Online (AOL) established major network operations in Ashburn, creating a focal point for internet traffic and fiber connectivity.

Analysts note that Northern Virginia's concentration of fiber networks, cloud infrastructure, and proximity to federal agencies has created significant competitive advantages that are difficult for other regions to replicate.

"You can’t overstate the importance of AOL," said Buddy Rizer, executive director for Loudoun County Economic Development. "AOL didn’t invent the internet, but they made it accessible to ordinary Americans at the moment that the commercial internet was starting to take off".

"There are real challenges when it comes to water, power and land use, so local communities must get a say when it comes to how to handle them," Kaine said.
